Data ownership, compliance, service assurance and contingency are huge issues that your governance needs to nail down. If your business is going to benefit from the cloud then interoperability and service orchestration are fundamentally important. Rather than taking a big-bang approach, focus on working up a manageable plan of action. Not all processes, applications or services will work around a cloud model so it makes sense to begin with a credible roadmap that evolve your governance skills as you begin adopting cloud services into the service delivery mix.
Start by score-carding those applications and business processes for mapping to the cloud; identify a plan of action with clear milestones and goalposts; and then build a blueprint for governance set around a “service integrator.”
