This HFS Horizons: Cybersecurity Services, 2025 report is for CISOs, security leaders, and sourcing teams evaluating which service providers turn cybersecurity spend into measurable business resilience.

Overview

HFS Horizons: Cybersecurity Services, 2025 assesses 24 service providers across the HFS cybersecurity value chain and ranks each into one of three Horizons based on its ability to reduce risk, accelerate response, and enable measurable business impact. It evaluates each provider on value proposition, execution and innovation, go-to-market strategy, and market impact, each weighted at 25%, and concludes that the next winners in cyber deliver platformized, budget-rationalized services that scale across identity, cloud, and threat response.

Ranked placement chart (HFS Horizons grid) plotting service providers across three stacked horizontal bands, called Horizons. The left vertical axis, labeled innovation scope, rises through three levels: functional at the bottom, enterprise in the middle, and network at the top. The right vertical axis, labeled value aspiration, rises through digital at the bottom, experience in the middle, and synergy at the top. Providers within each Horizon are listed without ranking against one another. The top band, Horizon 3: market leaders, contains nine providers: Accenture, Atos, Deloitte, EY, HCLTech, IBM, Infosys, TCS (Tata Consultancy Services), and Wipro. The middle band, Horizon 2: enterprise innovators, contains nine providers: Capgemini, Cognizant, DXC Technology, Fujitsu, Hitachi Digital Services, LTIMindtree, NTT DATA, Orange Cyberdefense, and Tech Mahindra. The bottom band, Horizon 1: disruptors, contains six providers: Amdocs, Birlasoft, CyberProof (a UST company), Hexaware, Mphasis, and Unisys. Source: HFS Research, 2025.

  5. Continuous threat exposure management (CTEM), securing AI systems, and platformized, IP-led delivery emerged as the trends separating leaders from the field.

HFS assesses that the cybersecurity market is consolidating fast, not just in tooling but in trust, as buyers demand fewer providers, broader accountability, and measurable outcomes. HFS finds that top-performing providers translate the shift from monolithic managed services to modular, outcome-driven solutions aligned with enterprise risk priorities, and that those investing in post-quantum cryptography and agentic workflows are best positioned to support security transformation.
