The HFS Semiconductor Horizons: The Best of Service Providers across the Value Chain, 2025 report is for CIOs, chief technology officers, chip design leaders, and semiconductor ecosystem executives evaluating consulting, technology, and engineering partners across the chip lifecycle.

Overview

The HFS Semiconductor Horizons: The Best of Service Providers across the Value Chain, 2025 report evaluates 21 consulting, technology, and business service providers helping semiconductor enterprises navigate AI-driven demand, geopolitical shifts, and supply chain transformation. The assessment spans chip design, manufacturing, supply chain, assembly and packaging, embedded systems, and IP and sustainability, positioning each provider across three Horizons defined by HFS Research: functional optimization, OneOffice enterprise transformation, and OneEcosystem synergy.

Three-tier Horizons placement matrix plotting 21 semiconductor service providers against innovation scope on the vertical axis (functional, enterprise, transformational) and value aspiration on the horizontal axis (cost and efficiency, business outcomes, new sources of value). Horizon 3 Market Leaders, positioned at the transformational and new sources of value tier, are Accenture, Capgemini, HCLTech, Infosys, L&T Technology Services, TCS, Tech Mahindra, and Wipro. Horizon 2 Enterprise Innovators, positioned at the enterprise and business outcomes tier, are ACL Digital, Cyient, eInfochips, GlobalLogic, Harman, LTIMindtree, Quest Global, Tata Elxsi, Tessolve, and UST. Horizon 1 Disruptors, positioned at the functional and cost and efficiency tier, are Mirafra Technologies, Qualitest, and Sasken. All providers within a Horizon are listed alphabetically.

Key findings
  1. Eight providers achieved the Horizon 3 Market Leader status: Accenture, Capgemini, HCL, Infosys, LTTS, TCS, Tech Mahindra, and Wipro, demonstrating ecosystem-level innovation across chip design, fabrication, and supply chain orchestration.
  2. Ten Horizon 2 Enterprise Innovators were named alongside three Horizon 1 Disruptors, Mirafra Technologies, Qualitest, and Sasken, with the Horizon 2 cohort driving end-to-end enterprise transformation.
  3. The semiconductor market is projected to exceed US$1 trillion during 2030 to 2033, fueled by AI, automotive, IoT, and HPC demand, with investments accelerating in process nodes down to 1.8nm and below.
  4. Reference checks with 24 active clients and 25 active partners revealed partners rate providers 8.7 on innovation capabilities versus 7.6 from clients, signaling a gap between provider narratives and delivered value.
  5. Capgemini delivered an 85% power reduction in an ultra-low power IoT SoC, while Tech Mahindra achieved an 8% power leakage reduction in 3nm chips and drove over US$900 million in supply chain shifts with 7.5% cost gains.

HFS finds that providers translating co-innovation into live, outcome-backed pilots score highest with clients and partners, while efficient day-to-day execution remains the baseline for trust. HFS assesses that semiconductor domain fluency is the decisive tie-breaker among firms that otherwise sound alike, and that explicit ambition to deploy AI at scale and embed sustainability metrics separates leaders from the merely competent.

The Bottom Line

Providers that translate co-innovation into live, outcome-backed pilots scored highest, while efficiency in day-to-day execution remains the baseline for trust.

Research methodology

Assessment draws on briefings with 21 semiconductor service providers, reference checks with 24 active clients and 25 active partners, HFS Pulse demand-side survey data, and analyst perspectives, conducted globally in 2025.
