Overview

HFS Horizons: Employee Benefits Administrators, 2025 is an assessment of 24 benefits administrators, rating each on its ability to influence the quadruple aim of care: reducing cost, improving experience, improving health outcomes, and addressing health equity. HFS evaluated providers across four dimensions, the why (value proposition), the what (innovation capabilities), the how (go-to-market strategy), and the so what (market impact), and the assessment was geography-agnostic across providers and their clients. The report sorts providers into three Horizons and profiles the strengths and development opportunities of each.

  2. The 24 providers assessed are ADP, Alight, Benefitfocus, bswift, Businessolver, Conduent, Dayforce, Empyrean, Gusto, Infor HCM, Insperity, Jellyvision, Maestro, Mercer, Namely, Oracle, Paychex, PlanSource, SAP, Telus Health, TriNet, UKG, Workday, and WTW.
  3. HFS estimates the self-insured market is unlocking roughly $600 billion in new opportunity as employers shift from sick-care to health, wellness, and productivity outcomes.
  4. ADP invests $1 billion, or 5% of revenue, annually in HCM innovation and serves 990,000 clients across 140-plus countries, illustrating the scale of the largest players in the field.

HFS finds that benefits administration is the latest market caught in AI-washing, with providers infusing legacy technology with AI yet remaining largely in the application layer rather than genuinely reshaping outcomes. HFS assesses that a one-size-fits-all model fails as five generations work side by side, and that administrators must orchestrate multi-carrier, year-round, mobile-first benefits to influence the quadruple aim of care.

Research methodology

HFS drew on briefings with each of the 24 vendors, active client and partner reference checks, public information, and its HFS Pulse demand-side survey of roughly 600 enterprises, fielded in 2025.
