Key findings
  1. Roughly 93% of enterprises cite better decision making as their primary driver for data modernization and AI, yet only 21% have generated new revenue from data and AI.
  2. The market is stuck in mid-maturity, with 30% of enterprises at industrialized AI, 20% at trusted AI enterprise, and 0% at the agentic enterprise stage.
  3. Around 48% of enterprises cite the lack of AI-ready architecture as the top barrier to scaling AI, followed by talent gaps at 45% and data governance at 38%.
  4. On the partner side, 58% flag ROI articulation and unclear business cases, and 53% cite legacy integration complexity as the adoption ceiling.
  5. Approximately 71% of provider innovation investment targets AI and GenAI capability expansion, while only 3% targets governance and trust, creating a structural supply-side mismatch.

HFS assesses that enterprise AI is delivering efficiency rather than transformation: 100% of clients report faster time-to-insight, but fewer than 14% have reached enterprise-wide data integration and governance. HFS finds the missing control plane, a unified orchestration layer connecting data, models, governance, and workflows, is the real enterprise problem, and that data quality and architecture are the durable competitive advantage as AI models commoditize.

The Bottom Line: Enterprises are no longer buying modernization. They are buying the ability to make faster, smarter decisions at scale, and that requires a fundamentally different approach to data.
