Overview

The HFS Horizons: Workday Services, 2025 report evaluates 17 service providers across the Workday value chain and assesses how they help enterprises move beyond deployment to AI-driven, ecosystem-connected operations. The study applies the HFS Horizons framework, which ranks providers across three innovation tiers from functional optimization (Horizon 1) through end-to-end experience transformation (Horizon 2) to ecosystem synergy and new value creation (Horizon 3).

Three-tier ranking diagram showing the placement of 17 service providers across the HFS Horizons framework for Workday services. The vertical axis represents Innovation Scope, moving from Process Efficiency at the bottom through Integrated Operations in the middle to Ecosystem Collaboration at the top. The horizontal axis represents Value Aspiration, moving from Tech-Driven Innovation at the bottom through User-Centric Transformation in the middle to Strategic Expansion at the top. Horizon 3 Market Leaders (top tier, Ecosystem Collaboration and Strategic Expansion) include seven providers: Accenture, Cognizant, Deloitte, IBM, KPMG, PwC, and TCS. Horizon 2 Enterprise Innovators (middle tier, Integrated Operations and User-Centric Transformation) include six providers: Capgemini, Kainos, Mercer, OneSource Virtual, Protiviti, and Strada. Horizon 1 Disruptors (bottom tier, Process Efficiency and Tech-Driven Innovation) include four providers: DXC Technology, Hexaware, Randstad Digital, and UST. All service providers within each Horizon are listed alphabetically.

Key findings
  1. Seven service providers reached Horizon 3 Market Leader status: Accenture, Cognizant, Deloitte, IBM, KPMG, PwC, and TCS, setting the bar with large-scale Workday delivery, deep enterprise integration, and GenAI-powered toolkits.
  2. Six providers were assessed as Horizon 2 Enterprise Innovators (Capgemini, Kainos, Mercer, OneSource Virtual, Protiviti, Strada) and four as Horizon 1 Disruptors (DXC Technology, Hexaware, Randstad Digital, UST).
  3. Pre-configured industry accelerators and localized templates for healthcare, public sector, BFSI, and retail cut Workday deployment time by 25%–40%.
  4. Outcome-linked commercial models are replacing fixed-fee contracts, with providers tying fees to measurable results such as 90% feature uptake and a 30% payroll touch reduction, shifting risk from clients to system integrators.
  5. Partner references rated service providers higher than customer references across all four assessment dimensions, with the widest gap on value proposition (9.2 partner vs. 7.7 customer) and go-to-market (8.8 vs. 7.5), signaling a messaging and GTM gap that providers must close.

HFS finds that Workday services are no longer just about deployment and efficiency but are becoming the foundation for enterprise adaptability. HFS assesses that providers that embed intelligence, industry relevance, and cross-platform connectivity into Workday ecosystems will define long-term success, while those without scalable certified-talent pipelines and Workday-native AI assets will struggle in multi-suite or global programs.

The Bottom Line

Success in Workday services isn’t about implementation, it’s about innovation.
